Almost all commercial software, and a decent portion of any shareware/freeware will be problematic. Open source software under the GPL or similar will allow redistribution, so that won't be an issue. It will be in violation of the copyright of any included software that doesn't explicitly permit redistribution either publicly or via an special agreement for Hiren's.
